Implement Reforming Policies To Convince The Professionals Unite All Races To Work For The Betterment Of Malaysia

2010 will be a challenging year, where by our country will face the junction in politics, economy and education.

The Federation of Chinese Associations Malaysia Youth Section Chief (FeCAM Youth) Hii Yik Ping hopes that the government led by Dato Seri Najib will practice cross party cooperation to implement all policies that benefit the people, in order to realize the dream of 1 Malaysia.

Meanwhile, The Federation of Chinese Associations Malaysia Youth Section also hopes that four states led by Pakatan Rakyat will fulfill what they have promised the people, for instance Freedom of Information Bill, local council election and other democratized policies. This is one key element in order for the country to move towards the era of democracy.

“In the past one year, Malaysia has been suffering from problematic situations resulted from constitutional imbalance, unequal separation of power and political parties which do not respect the spirit of democracy. Perak constitutional crisis, Nasir Safar’s racist remarks, arson attacks on the places of worship and Teoh Beng Hock’s death are all concrete examples to prove the problems.”

However, Hii Yik Ping believes that the people will learn their lessons throughout the process and they will be able to use it when the time comes.

Living standard of the people should be increased in the brand new year. The Federation of Chinese Associations Malaysia Youth Section hopes that the people will not have to suffer in the pain of rising commodity prices and inflation. Thus, it is hoped that the Prime Minister will take serious consideration whether to implement Goods and Services Tax (GST), while ensuring the middle lower class are able to survive the petrol hike with the new subsidy system.

Withdrawal of foreign capital and talent drain are two major problems faced by Malaysia in 2009. It is supported by figures revealed by Pemudah Committee Member and National Chamber of Commerce and Industry Deputy President Datuk Pardip Kumar Kukreja, in which 305,358 Malaysian professionals have migrated in 18 months. The UK Financial Times also reported that Malaysia is the top country in Asia with highest amount of foreign capital being withdrawn.

The Federation of Chinese Associations Malaysia Youth Section would like to call for those who are planning to leave the country to stay and work together with all races, in order to fight for a better Malaysia.

Action speaks louder than words. The Federation of Chinese Associations Malaysia Youth Section urges the Prime Minister to execute all the planning and policies that were introduced to convince the professionals of various fields to stay and work for the betterment of the nation.

As the Chinese New Year is drawing near, The Federation of Chinese Associations Malaysia Youth Section wishes the nation all the best in 2010, hoping the people are driven by Prime Minister’s 1 Malaysia towards an era of justice and democracy.

2010年是充满挑战的一年,也将是我国面对政治、经济与教育转型的关键一年。


马来西亚中华大会堂总会青年团(华总青)希望在新的一年里,国阵政府在首相拿督斯理纳吉的领导下能够排除万难,展现海量胸襟,推行跨党派的合作,将所有利民的改革议程执行到底,让各族人民重塑一个大马的梦。

同时,华总青也希望4州民联政府能够履行答应已久的政治承诺,让资讯自由法、地方议会选举与更多的透明化、民主化政策能够逐一落实,以便即将迈入两线制时代的马来西亚能够凸显民主制度所能为人民带来的幸福与希望。

“在过去一年,我们不难发现,大马面对着各种源于不完善的三权分立制度、宪政失衡与党政不遵从民主精神的局面,而这些问题在各种诱惑冲击当政者猛烈之时愈加强大,在不期而遇的政治灾难面前愈加彰显,而回看这些状况,我们皆可在霹雳宪政危机、纳西尔种族言论、祈祷所袭击、赵明福案件等问题上看得一清二楚。”

然而,华总青相信在这种力量面前,没有寒冬不可逾越,没有风暴不能抵御。因此,大马将通过每一次磨难,并化作砥砺成长的宝贵财富,而人民也将在每个过程中得到应有的价值教育,并将会在必要之时发挥功效。

民生是发展之本,华总青展望新的一年,期盼人民生活得到更大地改善,而不是需要痛苦地陷入百物高涨、通货膨胀严重的局面。因此,华总青希望首相纳吉能够认真考虑落实消费税的建议,并且确保汽油价格即将高涨之际,政府所实行的补贴制度能够让中下阶层的人民能够做好准备来面对这些挑战。

我国在过去一年中面对外资撤出、人才外流的危机,从2008年至今年初,我国各单位不停地揭露我国人才外流的状况越来越严重,利商特工队成员及大马印裔工商联合会前会长巴迪古玛更揭露,在短短的18个月内竟有多达30万5358名我国高收入和专业群体移居海外,而英国《金融时报》也在日前指马来西亚的外资撤退量是亚洲之冠。

华总青希望正在考虑要移民国外的各族人民能够认真考虑,并且呼吁大家留下一起为更好的大马奋斗,只要大家能够携手合作,肯定能够冲破我国正面对的惊涛骇浪,驶向充满希望的明天。

同时,华总青呼吁首相纳吉尽快执行日前所颁布的各种新政策,让改革并不仅流于口号,而能够认真的落实,以便建立起我国各领域的人才对国家的信心,并能够留下来为美好家园而努力。

庚寅年钟声即将响起,马来西亚中华大会堂总会青年团(华总青)希望首相拿督斯理纳吉的一个马来西亚列车能够真正地承载着我国各族人民的理想,迈向一个没有种族主义、宗教歧视、更公正美好的国土,建立一个真正的马来西亚梦。

Put an End to Biro Tata Negara to Stop Racial Remarks

The Federation of Chinese Associations Malaysia Youth Section Chief (FeCAM-Youth) Hii Yik Ping condemn the ex-special officer of Prime Minister, Nasir Safar who allegedly made racial remarks during a 1Malaysia seminar held in Malacca. The resignation of Nasir will not solve the root problem but only individual case. To kill the problem once and for all, the government must put an end to Biro Tata Negara (BTN), a course that is said to promote racism.

BTN is run by the Prime Minister’s Department for university students, government scholars and civil servants. Its main objective is to inculcate patriotism and sense of responsibility among the civil servants. However, many of the participants have revealed that the content of the course promotes racism.

Hii Yik Ping believes that BTN as a legal platform which promotes racism is the key factor to Nasir’s racial remarks. Therefore, Prime Minister Najib should close down all BTN courses and set up a committee that consists of bipartisan leaders, academicians and members of civil society to come up with training courses that really promote patriotism. Apart from that, the trainers of BTN should be reshuffled and only those who fulfill the criteria of multi racial spirit will be hired.

He also said that PM’s aide is an example that many civil servants are victims of BTN.

“Although Minister in the Prime Minister’s Department Nazri has told that Prime Minister’s Department will look into the matter and will amend the content of the course, The Federation of Chinese Associations Malaysia Youth Section feels that BTN should be closed down as it goes in line with the Prime Minister’s 1Malaysia slogan.”

Besides that, The Federation of Chinese Associations Malaysia Youth Section suggest that Prime Minister should review the decision of setting aside Race Relations Acts and ratification of the United Nation’s International Convention on the Elimination of All Forms of Racial Discrimination 1965.

"This is to maintain the racial relationship of different communities in Malaysia and to avoid any other remarks, acts or policies that will worsen the interracial relationship, besides ensuring that the spirit of 1Malaysia will continue to shine."

By setting up Race Relation Act, the government can also follow the example shown by United Kingdom, in which the country’s Race Relations Act 1976 has well defined “provocation of racial hatred”. Meanwhile, the government can also set up Race Relation Court to handle cases regarding this and form a Racial Equality Committee to put in more effort on racial discrimination issues.

Lastly,The Federation of Chinese Associations Malaysia Youth Section would like to urge Najib to shut down Biro Tata Negara, review the set aside Race Relation Act and ratify United Nation’s International Convention on the Elimination of All Forms of Racial Discrimination 1965.

废除国家干训局,避免继续散播如纳西尔的种族思维

马来西亚中华大会堂总会青年团(华总青)严厉谴责首相拿督斯理纳吉特别助理纳西尔所发表的种族性言论,并认为纳西尔的呈辞只能解决个案问题。为了解决根本性的问题,首相应该废除常年培养种族主义思维的国家干训局。


华总青总团长许益品今天发文告表示,国家干训局是隶属于首相署下的一个政府机构,原来的宗旨是要灌输爱国精神,并培养公务员的责任心。不过,干训局的课程却向来引起争议。最近多名曾参与其集训营后的公务员与大学生,揭露该局在营中灌输种族主义思维。

因此,许益品认为国家干训局作为一个常年散播种族主义思维的地方,才是今天造成纳西尔拥有种族主义思维的根源。所以,与其权宜性地要求纳西尔辞呈,首相纳吉更应该废除国家干训局,并成立一个结合朝野领袖、学术人员与公民团体的委员会,来设立一个符合一个大马精神的民主爱国培育局,同时重新雇用一批符合多元种族精神的培训讲师。

他说,如果连首相的特别助理都有这种看法,难保其他的官员不会这么想,因为他们都是国家干训局底下的“受害者”。

“虽然首相署部长拿督斯里纳兹里曾表示首相署将修订干训局课程内容,但是华总青认为废除国家干训局更具象征意义,因为这将显示首相纳吉摒弃种族主义,展现一个马来西亚的多元精神。”

此外,华总青表示,除了废除干训局外,首相纳吉应该重新检讨内阁搁置《种族关系法令》与签署联合国的《反种族歧视公约》的决定,这样才能够确保一个大马精神能够发扬光大。

华总青认为,签署《反种族歧视公约》与设立《种族关系法令》的精神在于维持大马多元社群间的关系,并避免种族歧视言论、行为与政策造成多元种族之间的关系恶化。

许益品说,通过设立《种族关系法令》后,政府能够效法英国《1976年种族关系法令》所列明的“煽动种族仇恨”条文般:“在考虑了一切相关情况下,如果有人发表或散播含有恐吓,辱骂,或侮辱成分的书面文字;或在任何公共场合,或在任何公开会议上,发表含有恐吓,辱骂,或侮辱成分的字眼,对任何种族群体可能引起仇恨,那么,他就犯下了一项罪行......”

同时,政府也能够通过《种族关系法令》来设立“族群关系法庭”,以鉴定及裁决这类行动的合法性,并成立“族群平等委员会”, 以确保该委员会能够为消除种族主义及种族歧视,促进机会平等与族群和谐,并可经常审查《种族关系法令》的操作情況。

最后,华总青再次呼吁首相纳吉废除国家干训局,重新检讨检讨内阁搁置《种族关系法令》与签署联合国的《反种族歧视公约》的决定。
